Former California Employment Development Department employee charged with fraud and identity theft.

The department of justice has announced filing charges against five defendants for allegedly using fake identities to misappropriate $800,000 in unemployment benefits. The DOJ alleges the groups used more than 250 stolen IDs to defraud the state of California.

The fraud took place from April 2013 to July 2016. Pamela Emanuel, 57, of San Jose worked in the tax compliance department of the EDD. She utilized her access to steal identities of workers throughout the state. Emanuel allegedly gave this information to the rest of her accomplices, who then filed fraudulent unemployment claims in the stranger's names.

According to the Department of Justice, Emanuel used a private network to mask her IP address. The case that was brought against the defendants was a joint investigation that included the FBI, the EDD and the US Department of Labor.

If convicted, the defendants can face up to twenty years in prison and a large fine.
